Sorry to disappoint you, but this is not CSI Miami site. :-
Too much… too big JPG (=very very bad) blocks to see anythings which might be considered as readable.
Unless you have better quality image?

It appears eaily possible to automatically find the display position in the image and then to improve its contrast which results in
and its vertical projection
Segmentation of the digits can be obtained from the latter.
Following proper segmentation, classification of the digits should then be straightforward.
